The Formaldehyde Emissions from Composite Wood Products Regulations (CANFER), enacted under the Canadian Environmental Protection Act (CEPA), prohibit the import, sale, or offer for sale of composite wood panels and laminated products unless they satisfy strict formaldehyde vapor limits.
Administered jointly by Environment and Climate Change Canada (ECCC) and Health Canada, CANFER essentially harmonizes its chemical emission thresholds with the United States EPA TSCA Title VI parameters.

Compliance Pathway
Step 01: Production Facility Audit & Quality Evaluation
ICTT engineering specialists carry out a strict physical assessment of the manufacturing mill, verifying adhesive blending parameters, press temperature logs, and wood veneer storage areas.
Step 02: On-Site Internal QC Lab Calibration Review
Verification of the plant's internal quality control testing apparatus. Technical alignment of the mill's local small chamber testing data against primary ASTM D6007 or correlated reference benchmarks.
Step 03: Primary Sample Dispatch & Chamber Quantification
Strategic sample extractions are packed under official secure chain-of-custody protocols and dispatched to an accredited laboratory for large-chamber ASTM E1333 analysis or small-chamber ASTM D6007 correlation profiles.
Step 04: Declaration of Certification Issuance & Labelling Control
Upon satisfying the regulatory limits based on a minimum of 5 primary tests, ICTT issues the official Declaration of Certification. The mill is authorized to deploy the bilingual compliant statement: "CANFER compliant / conforme au CANFER" along with Producer Name, Lot ID, and TPC parameters.
Step 05: Ongoing Maintenance Audits & Quarterly Testing
To protect active credentials, the production facility undergoes 4 mandatory unannounced annual TPC inspections, ongoing random sampling, and continuous split-sample validation matrices.`

• Hardwood Plywood (HWPW): Venner or composite timber core substrates (Maximum Limit: 0.05 ppm).
• Particleboard (PB): High-density standard and moisture-resistant panels (Maximum Limit: 0.09 ppm).
• Medium-Density Fibreboard (MDF): Industrial structural formats (Maximum Limit: 0.11 ppm).
• Thin Medium-Density Fibreboard (Thin MDF): Specialty profiles under 8mm thickness (Maximum Limit: 0.13 ppm).
• Laminated Products: Wood/woody veneers adhered to compliant composite wood cores (Maximum Limit: 0.05 ppm - Mandatory testing effective January 7, 2028).

Exemption Pathways
Resin System Incentives & Frequency Adjustments: In strict alignment with Health Canada directives, mills utilizing specialized eco-friendly resin formulations can qualify for operational relief and reduced testing burdens:
• No-Added-Formaldehyde (NAF) Resins: Products manufactured with wood adhesives containing no added formaldehyde are eligible for reduced-frequency testing or complete TPC operational exemption upon passing initial baseline audits.
• Ultra-Low-Emitting-Formaldehyde (ULEF) Resins: Panel producers utilizing low-emission chemical matrix resins can apply for modified ongoing inspection cycles and optimized laboratory split-sample intervals based on a sustained historical record of clean chemical performance.
